Town councilors in Paris have dismissed the argument that aimed at closing a business that has been inclining people to pay for sex for one hour.
Customers are paid € 89 ($ 109; £ 78) to stay with silicone minerals.
The Communist party councilors and women's rights defenders had appealed to the Paris City Council which was involved in managing the city to discuss the possibility of closing the trade that has become known as Xdolls.
They have been saying that the business has a good effect on women and basically is as a result.
It is illegal to own or operate a dumping business in France.
But the police arrived in the business before the city council meeting was held and announced that no law had been violated.
In a joint statement, Communist party councilors Nicolas Bonnet Oulaldj and Hervé Bégué said they were deeply disappointed with the decision of the council.
